ILC28 April 2014: Building on the 2013 Global Land Forum Antigua Declaration, the International Land Coalition (ILC), Oxfam International, and Rights and Resources Institute (RRI) have released a policy brief calling for inclusion of a community land rights target in the Sustainable Development Goals (SDGs) and post-2015 development agenda of the UN.

Underscoring that over half of the developing world’s rural landscape is contested and in many cases lacking in formal title or rights for the populations living in the areas, the brief recommends a target related to increasing the number of women, men, indigenous peoples and local communities who have secure tenure of land, property and natural resources.

The brief’s conclusions are consistent with the final report of the UN High-level Panel on the Post-2015 Development Agenda (HLP), which proposed targets on land and property rights for women.

With respect to indicators, the brief recommends considering: the percentage of women and men with tenure that is legally secure and documented; percentage of women and men who perceive that their tenure is secure; area of land legally recognized under the tenure of indigenous peoples and local communities; and the extent to which the national legal framework recognizes and protects land tenure rights.
